Ataman. Gang Power.
His creatures run on low health and have abilities that cost no Gang Power, but also have negative effect.
Passive Ability. Hit 'n' Run.
Gang Creatures flee from the field when their health drop below half(third for Fat Mondi, rounded up). When creature flee, it returns half of its power cost to Ataman(Except for Winebearer).
Cost 2. Burglar.
Attack 4/28 health.
When Burglar attack opponent, it steals 2 of random power from oppnent instead of damaging him, and gives it to owner.
Burglar Ability. Sleight of hands.
Burglar attacks opposite creature first, then attacks opponent directly, then flees immediately.
Cost 3. Dancing Embers.
When opponent's creatures attack, they take 6 damage and get stunned.
Cost 4. Fencer.
Attack 12/30 health.
Fencer's attack is equal to cost of opposite creature.
Fencer Ability. Lash Out.
Fencer deals 12 damage on attack. Fencer takes double damage.
Cost 5. Winebearer.
Attack 2/25 health.
Winebearer returns 1 Gang Power when he flees. Winebearer increases attack of Gang Creatures by 2, others - by 1.
Winebearer Ability. Wine Rivers.
Grants 2 Gang Power. Stuns all creatures.
Cost 6. Running Slinger.
Attack 7/45 health.
Running Slinger attack random opponent creature and then moves left or right.
Running Slinger Ability. Rain of Shots.
Deals 11 damage to opponent's creatures. Running Slinger attacks a friendly creature and doesn't move.
Cost 7. Gang Wars.
The owner can summon 3 elemental creatures that cost no higher than 5. Their costs will be halved(Rounded down). The owner cannot summon one creature multiple times.
Cost 8. Hoarder Hogan.
Attack 9/42 health.
Every time a creature is summoned, hoarder Hogan increases corresponding power by 1.
Hoarder Hogan ability. For the Hoard!
Increases random Power by 2, and all others by 1. The owner is forbid from summoning creatures next turn.
Cost 10. Fat Mondi.
Attack 11/99 health.
Fat Mondi does only flee when his health drops below the third. Destroy spells cut Fat Mondi's health in half.
Fat Mondi ability. Boulder Throw.
Deals 15 damage to the target creature. Fat Mondi skips attack.
Notes:
Special Power is NOT an elemental. In fact, everything that affects "elemental" things, will not relate to Spec, unless it's "Corresponding" one.
It was first supposed that Burglar "strike" the opponent once and then flee. But that will be underpowered. Make it two time and this will be overpowered. the result is what you see now.
Despite that stats say "Attack 12", Fencer will only deal as much damage as the cost of the opposite creature. If there is no opposite creature, Fencer will simply deal 0 damage. "Attack 12" is "used" for Lash out, that is the only way of dealing damage to the opponent for Fencer. Attack boosting units and spells, such as Minotaur Commander, will affact normal attack, but not Lash Out.
There can be made a pretty cool concept art for Winebearer. This is how i witness him; A wine barrel is strapped on his back, his hands risen, each holding wine bottle, and he holds a wineglass with a foot he doesn't stand on. A wineglass. Of wine.
About Gang Wars; I'm not sure if i should round costs down, or up.
Hoarder Hogan is a big, rounded, mongoloid guy sitting on colden stool, and golds and treasures are littered everywhere.
Fat Mondi is a giant with a big belly and an even bigger club.
Ataman v1.1, features following changes:
The stats of several creatures got severely chopped down:
Fencer - down from 12*/40, to 12*/30;
Winebearer - down from 2/45, to 2/30;
Hoarder Hogan - down from 9/68, to 9/42;
Fat Mondi - down from 13/99, to 11/99.
Winebearer now increases attack for Gang Creatures by 2 instead of 3.
Gang Wars: Allowed creature cost is 5, down from 7.
Hoarder Hogan's ability changed: Instead of 2 to each power, except Gang Power, it gives 2 to random power, and 1 to all others.
Fat Mondi's Boulder Throw damage reduced from 20 to 15.

This class is really overpowered, just compare their statistics to the other classes!
I like the mechanics, but it really needs a numerical scaledown.
Wine bearer is also pretty ridiculous; imagine a board state where you have a Master Healer, 2 Wall of Lightning and 1 Wine Bearer. You have immediately won the game if they don't have tornado (if you can't see why, you might need to think about it a bit more).
Gang Wars -> Giant Turtle, Minotaur Commander, Giant Spider is equally inexcusable. Yes it costs 7 gang power to do it, but costing only 4 of each of 3 elements, it's still an automatic board fill!
I recommend getting some experience with the game before suggesting classes.

Did you forgot about Passive ability?
FYI When Any Gang Creature got smacked down below 50% of their Health they run away. And whan they do, they return half of Gang Power that was spent on them. Wine Bearer and Gi... Fat Mondi are exceptions, Wine Bearer only return 1 Gang Power, and Fat Mondi doesn't run until he hit below 33 HP zone.
Oh, and they also cost 1 more Power than other spec Creatures and Spells. Fat Modi costs 1 more in addition to that.
What can i say? You need MUCH closer look to this class. Not just a quick glance, the reason why you missed Passive Ability, cost increments, and the fact that Winebearer only gives 3 Attack to Gang Creatures(that's Ataman's signature creatures), while the rest receive only 1 Attack.
When they run away
they refund half their cost. There is no chance for a player to knock them down past this threshold in most cases. This means that their
effective costs are smaller.
Don't insult my ability to read, I didn't miss anything.
Even if you took away those thresholds in your calculations, you get this:
4/14 <- Relatively Reasonable
12/20 <- Way too good for aggro, even with it copying the blocking creature, most creatures with low attacks can be quickly burst down with his ability.
7/22 <- Winebearer increases Gang Creatures by 3. Minotaur costs 7 to increase all creature attacks by 1. Comparitively, Winebearer is way too swingy.
9/34 <- Would be fine for an 8 cost except he refunds half his cost to death, and outside of Tornado and Disintegrate there are ZERO ways to knock him down past this threshold. This is not a deckbuilding game! And his ability can be spammed to literally end the game.
I don't know if you're trolling at this point or just new. But this is way too strong in general. Nearly all of it. Almost nothing about this class is remotely reasonable for anyone with a basic understanding of the game.
